Ammonium Hydroxide Aqua Ammonia Food Chemical Codex, ACS, & NSF Standards Specification STANDARDS Hill Brothers Chemical Company produces ammonium hydroxide at San Jose, CA and City of Industry, CA in compliance with current Good Manufacturing Practices (cGMP) and meets or exceeds, by typical periodic analysis, the current Food Chemical Codex (FCC) standards as listed in the FCC monograph. In accordance with the FDA Title 21 CFR 184.1139 ammonium hydroxide is listed as Generally Recognized as Safe (GRAS) with no limitations other than cGMP for the following uses: Leavening agent 21 CFR 170.3 (o) (17) pH Control agent 21 CFR 170.3 (o) (23) Surface-finishing agent 21 CFR 170.3 (o) (30) Boiler water additive 21 CFR 170.310 Feed additive 21 CFR 582.1139 Hill Brothers’ ammonium hydroxide also meets the current specifications for reagent grade ammonium hydroxide, established by the American Chemical Society (ACS), and has been tested and certified by NSF International for drinking water treatment. QUALITY CONTROL Each manufactured batch is quality control tested to meet basic physical properties including assay, specific gravity, temperature, and turbidity. Hill Brothers’ will, by way of a third-party laboratory, periodically commission a chemical analysis of randomly manufactured ammonium hydroxide at each facility to assure compliance to so stated standards and specifications. HAZARDOUS MATERIAL WARNING Ammonium Hydroxide is classified as a hazardous material. Hill Brothers, as a basic manufacturer of ammonium hydroxide, attests that the product meets all pertinent specifications, but accepts no responsibility for its end use. Ingestion of this or any hazardous material may result in serious injury or fatality. Although this product meets FDA Title 21 CFR 184.1139 specifications, this in no way mitigates the hazards inherent in this product. Ammonium Hydroxide Manufacturing Process

Hill Brothers’ ammonium hydroxide is manufactured in a closed system by combining high purity water with anhydrous ammonia. Hill Brothers uses safe and reliable in-house quality control procedures for determining the anhydrous ammonia content of our manufactured ammonium hydroxide. Our ammonium hydroxide is manufactured in compliance with current Good Manufacturing Practices (cGMP), meets the Food Chemical Codex (FCC) specification as listed in the FCC monograph, and is NSF/ANSI 60 certified. The manufacturing and quality control (QC) process is as follows: • Ammonium hydroxide is manufactured by blending high purity water and anhydrous ammonia in a closed system. • The ammonium hydroxide is continuously tested throughout the manufacturing process to confirm that the desired product concentration has been achieved. • The observed specific gravity of the material and the corresponding product temperature are used to determine the ammonia content. From this data, the quantity of D.I. water or anhydrous ammonia required (if any) to achieve the target strength can be determined. • All quality control measurements are recorded with the customer’s name and transportation carrier in our quality control tracking logs. • A “ Certificate of Analysis” detailing the ammonia concentration will accompany bulk shipments. Quality Control is an extremely important aspect of Hill Brothers’ manufacturing process. On an annual basis our ammonium hydroxide manufacturing process is audited by NSF. As part of their annual audit, NSF performs a detailed analysis on the ammonium hydroxide to ensure that the product meets NSF Standard 60 requirements. In addition, bi-annually, a sample of the product is sent to a third-party laboratory for analysis to ensure that the ammonium hydroxide meets ACS (American Chemical Society) and FCC (Food Chemical Codex) standards.

Anhydrous Ammonia In Chlorine Systems and The Formation of Chloramines

One of the important steps in the treatment of a water supply is chlorination. Most objectionable odors and tastes present can be removed while disinfecting water with chlorine gas during the treatment process. Chlorine also inactivates undesirable materials sometimes present in water such as sulfides, sulfites, ferrous iron, miscellaneous organic matter, etc. In large open reservoirs, it is difficult to maintain the necessary level of chlorine since it combines with organic matter and is dissipated in sunlight. To maintain a desired chlorine level, anhydrous ammonia can be added before the chlorination step. This complexes the chlorine in the form of chloramines. Treatment of water with chloramines is referred to as chloramination or contained residual chloramination. The actual reactions involved with the formation of chloramines are:

Monochloramine Dichloramine The ratio of monochloramine to dichloramine is dependent upon the pH of the water being treated. At a pH of 8.5, monochloramine is the only compound formed. At a pH of 5.0, dichloramine is the only compound formed. Each water system must be analyzed individually to determine if the addition of ammonia is required in the disinfection process. Such things as reservoir size and ammonia content of raw water must be considered. The ratio of chlorine to ammonia required for the formation of chloramines varies from 8:1 to 1:1, depending upon the amount of ammonia present in the raw water. At a ratio of 10:1 the chlorine will tend to oxidize ammonia to form nitrogen and water. Hypochlorous Acid

EMPLOYEE SAFETY Any employee that handles anhydrous ammonia should be sufficiently trained in: • Materials Handling & Storage • First Aid & Emergency Response • Hazard Communication • Respiratory Protection • Safety Equipment • Personal Protective Equipment

Safety equipment is not a substitute for careful handling. Since accidents are unpredictable, safety equipment should be readily available, regularly inspected and carefully maintained to ensure operable condition. This list of protective safety equipment is required at each storage facility: • Goggles/full face shield • Respiratory Protection • Ammonia resistant gloves, boots, coat, and apron • Fire Extinguisher • Emergency Eyewash (0.4 GPM/15 Minutes) and Safety Shower (20 GPM/15 Minutes) HEALTH HAZARD Ammonia liquid and vapor are both strong irritants to the skin, eyes, mucous membranes, and respiratory system. Direct exposure may cause severe burns. Inhalation of as low as 50 ppm will cause irritation. Stronger concentrations may cause more severe irritation. Concentrations above IDLH (300 PPM) may result in elevated respiratory distress, including death by asphyxiation. FIRST AID • EYE CONTACT - Immediately and cautiously rinse eyes with clean water for several minutes. Hold eyelids open to assure complete flushing. If irritation persists, seek immediate medical attention. • SKIN CONTACT - Immediately flush affected areas with large amounts of water; remove contaminated clothing. If the skin surface is damaged, apply a clean dressing and seek immediate medical attention. Do not apply salves or ointments. If skin surface is not damaged, cleanse affected area thoroughly by washing with mild soap and water. If irritation or redness develops, seek immediate medical attention. • INHALATION - Immediately move victim away from the exposure and into fresh air. If victim is not breathing or if breathing, difficulties develop, artificial respiration or oxygen should be administered by qualified personnel. Seek immediate medical attention. • INGESTION - Do not induce vomiting. Ammonia is a corrosive material which will cause alkaline burns. If the victim has any breathing difficulties, seek emergency assistance immediately. FIRE HAZARD INFORMATION & TRANSPORTATION CLASSIFICATION • Liquid is not combustible. • Gas has flammable limits of 16 - 25% in air. This situation is normally not encountered; however, if storage is exposed to high heat, ammonia will volatilize causing vapor and pressure build-up. • Proper protective equipment should be worn by anyone fighting a fire. • Anhydrous ammonia is classified as NON-FLAMMABLE GAS. Placarding and product identification on vessels and bill of lading is required. Contact Hill Brothers for additional information. INSTALLATIONS Ammonia is stored and piped with iron or steel only. Brass, copper, silver, zinc, bronze, and many other alloys should not be used. Use only trained, experienced personnel for installations or repair of ammonia systems or equipment.

EQUIPMENT Systems should be all steel construction, free from copper, copper alloy, aluminum, or galvanized pieces. The internal trim of valves, pumps and meters should be specified as all steel. At normal liquid temperatures, vapor pressures are not high, allowing schd. 40 pipe and fittings to be used. Each storage tank should be equipped with either a pressure/vacuum relief valve or a vented vapor scrubber to prevent vapor loss and pressure build-up. TANK & PIPING REPAIR Before attempting to enter any storage tank certain precautions should be made. Adhere to all confined space entry compliance requirements. Ammonia vapor can reach an explosive limit in an "empty" tank. Special cleaning procedures should be followed before any welding or cutting is attempted on any tank. Even though the vapor concentration is initially below the explosive limit, heat from cutting or welding may liberate residual ammonia. MIXING Because ammonia is such a strong base, and may have vapor pressure, it should not be indiscriminately mixed with other materials, particularly acidic solutions. The resulting reaction can violently evolve large amounts of heat and/or gases. If such mixtures are contemplated without previous experience, technical assistance should be requested from experienced personnel. SPILLS Spills should be isolated and confined to prevent discharge into drains, sewers, or waterways. Stay upwind and away from the spill unless wearing appropriate respiratory protection and proper protective clothing. After containment, the spills should be flushed or pumped into appropriate containers for reuse or disposal in accordance with applicable local/state/federal regulations. Loading areas should have containment pads that drain to a holding pond or tank. WARNING SIGNS Aqua ammonia (ammonia solution) is a CORROSIVE material, as defined by USDOT, and marking requirements apply to both bulk and non-bulk packages. Safety warning signs located at valves or load out points are recommended for each storage and transport tank.

EMPLOYEE SAFETY Any employee that handles aqua ammonia (ammonia solution) should be trained in: • Hazard Communication • First Aid & Emergency Response • Safety Equipment • Marking & Labeling • Materials Handling & Storage • Personal Protective Equipment

Safety equipment is not a substitute for careful handling. Since accidents are unpredictable, safety equipment should be readily available, regularly inspected and carefully maintained to ensure operable condition. A minimum of the following protective and safety equipment is required at each storage facility: • Goggles and/or full-face shield (Individual) • Respiratory Protection • Chemical resistant gloves, boots, coat, and apron (Individual) • Spill kit • Emergency Eyewash (0.4 GPM/15 Minutes) and Safety Shower (20 GPM/15 Minutes) • Fire extinguisher HEALTH HAZARD Ammonia liquid and vapor are both strong irritants to the skin, eyes, mucous membranes, and respiratory system. Direct exposure may cause severe burns. Inhalation of vapors may cause irritation and in severe cases, death by asphyxiation. FIRST AID • EYE CONTACT - Immediately and cautiously rinse eyes with clean water for several minutes. Hold eyelids open to assure complete flushing. If irritation persists, seek immediate medical attention. • SKIN CONTACT - Immediately flush affected areas with large amounts of water while removing contaminated clothing. Continue applying water for at least 30 minutes. If the skin surface is damaged, apply a clean dressing and seek immediate medical attention. Do not apply salves or ointments. If skin surface is not damaged, cleanse affected area thoroughly by washing with mild soap and water. If irritation or redness develops, seek immediate medical attention. • INHALATION - Immediately move victim away from the exposure and into fresh air. If victim is not breathing or if breathing difficulties develop, artificial respiration or oxygen should be administered by qualified personnel. Seek immediate medical attention. • INGESTION – Do not induce vomiting. Ammonia is a corrosive material which will cause alkaline burns. If the victim has any breathing difficulties, seek emergency assistance immediately. If victim is conscious, immediately rinse mouth with water and if possible, diluted vinegar, lemon juice, orange juice or other citric juices. FIRE HAZARD • Liquid is not combustible. • Vapor has flammable limits of 16 to 25% in air. This situation is normally not encountered; but, if storage is exposed to high heat, ammonia will volatilize, causing vapor and pressure build-up. • Water is the most effective firefighting agent because it quickly absorbs ammonia vapor, thus removing the fire's fuel. • Proper protective equipment should be worn by anyone fighting a fire.
